A citizen may be claimed by only one universal entity and the claim is based either on their current registered citizenship (or preferred nation of citizenship, if holding dual citizenship) or on their universal entity of birth as per their verified hospital of birth record as of December 7th, 2019. Individuals without a hospital of birth record default to a citizenship of their universal entity which is claiming their parents. If the individual's parents are claimed by two separate universal entities, the individual has the choice of which universal entity by which to be claimed for census and voter registration purposes. DNA tests and other verification methods may be utilized by assigned oversite agencies and/or the military to enforce accountability of accurate reporting and universal entity citizenship claims.
