Due to number of challenges including varying languages and interpretations, the United Nations Division of Innovations and Beta Services (UNDIBS), currently a subsidiary organization of the United States Department of Innovations and Beta Services, has been implementing VOWAS and other economic service growth in nations outside of the USA and assists in the development of the Universal Stock Market Exchange with regulatory and mediation assistance provided through GOIRA and iGOIRA (the internationally translated and globally applied version of this solution).

UNDIBS is facilitating new economy services all around earth for up to 267 Universal entities, which are defined as:
  • earth's one-hundred-ninety-three (193) member states of the United Nations (as identified at: https://www.un.org/en/member-states)
  • the thirteen (13) governing entities and territories planned for our earth's moon
  • the planned sixty-seven (67) commercial and residential habitats outside of earth's gravity which hosts humans on planets, lunars (moons), and/or in space craft(s)
